Public Law 93-647 added Part D to Title IV of the Social Security Act. In addition to mandating that each state develop and maintain a vigorous child support enforcement effort, the legislation created several eligibility requirements in TANF. These include:

  1. Furnishing social security numbers; and
  2. Assigning rights to child support; and
  3. Cooperating in establishing paternity and securing child support by the caretaker; and
  4. Promptly notifying Child Support Enforcement whenever TANF is provided to a child.

 

Public Law 97-35 expanded support enforcement to include spousal support.

 

Caretakers of a child are subject to these provisions only when the child receives a TANF benefit.
